Abstract
In order to implement the spirit of "allowing social capital to participate in urban
infrastructure investment and operation through franchise" in the third Plenary session
of the 18th CPC Central Committee, the cooperation (PPP) model between
government and social capital is popularized. In recent years, various provinces and
cities in China have been promoting the PPP model projects, and then the
